Can you search a break card with Ultra Ball?
Or play other things like Wally to search for a Break Pokemon?

Yep. They are Pokemon, so you may search them out with any card that lets you do so. Wally looks for a card that evolves from a Pokemon, and Break Pokemon say "evolves from" a Pokemon, so they are viable targets for Wally.
