'BREAKthrough' Blister Pack Promos

Went to league last night and the comic shop owner just randomly gave me and 6 other folks one of each of the 3-pack blister promos. How on earth did he get so many loose blister promos? I know for fact the shop doesn't open the 3-packs, only boosters.

Either way, I was pretty stoked. Now, if only I could find that adorable Jirachi promo.
 
It's likely that he weighs the packs and sells the packs he doesn't open online or individually. Certain comic book stores can't sell individual promos. I got a playset of Malamars, Regirocks, and Salamence promos when the comic store in town was just giving them for free to regular customers
 
I'm pretty sure the blister promos are also the extra cards you get in launch kits, that's probably where they came from if they don't open the 3-packs :)
