i don't think it can be done but does anybody know of a way to get a bagon with hydro pump & dragon rush

They are not compatable on the same salamence. Since egg moves are only passed down through the father, you can't use a Gyarados with Hydro Pump and a Salamence with Dragon Rush, as one of them would have to be the mother, which does not pass down any moves.

The Pokemon who learn Hydro Pump can't also learn Dragon Rush, and vice versa, so it is impossible.

Don't worry, though, Dragon Rush shouldn't be used anyway.

There's a lot of these one-or-the-other sets; Dark Pulse and Earth Power on Hydreigon, for example.
