Bright Veil triggers at the moment the card is played, and no other time. At that time, G-Booster (and G-Scope) do nothing. Your Pokemon can still be attacked and damaged by G-Booster and G-Scope as normal.

Thank you! So just to clarify. When g scope/booster is played from the hand THAT turn it has no effect against togekiss or any of the team behind togekiss. I would essentially have to use a scrapper my next turn. However he or shes next turn it would do damage?

so say he plays g booster, can't attack togekiss because of bright veil but then attacks next turn uses g booster. would damage be dealt against togekiss/ team?
 
No. Bright Veil does nothing against G-Scope/Booster. Nothing.

He can attach it and attack any time he wants.

Ya but it also effects togekiss when genesect attacks. It's like tool scrapper. You can play tool scrapper and have it discard your tools however if you try to discard through bright veil it is no dice.
I feel the same for g booster. How is it that you play the card, attack and it provokes damage if bright veil prevents all effects of the item card from the hand. It doesn't specify how long after.
 
Read Bright Veil carefully. It actually does specify how long it lasts for. Bright Veil reads "As long as this Pokemon is your Active Pokemon, whenever your opponent plays an Item card from his or her hand, prevent all effects of that card done to your Pokemon.

Bright Veil only activates the instant the card is played from your hand. At any other time during either player's turn, Bright Veil does not activate, because it is not "when your opponent plays an Item card from his or her hand". Instead it is when your opponent is attacking.

Think of it as a two-step process. Step 1 is when you play the item card from your hand. Step 2 is when your pokemon attacks. Due to Bright Veil's extremely specific wording of when the item card is played from your opponent's hand, it can only activate during Step 1. During Step 2, when G-Booster is being used to attack, it is too late for Bright Veil to activate.

The issue is moot, since it does say "from your hand" - it only affects the card that instant.

But, the *item* G Booster only affects Genesect. The attack the item grants, also called G Booster, affects Togekiss. There is a difference there.
