Ruling Brock's Ninetales - EDITED

You guys have been able to answer questions I've stumped 'gym with before, so I guess I'll give this one a try here. I've waited like two months for an answer over there lol.

If I use Brock's Ninetales's Shapeshift, and Shapeshift into a Reuniclus, can I use its Ability, since that's a separate mechanic from Pokémon Powers? How about Vileplume's Allergy Flower, since that's a Poke-Body? And what about the more updated Poke-Powers?

Edit- In response to below. The problem with that logic is stuff like Gardevoir. We have a ruling that Gardevoir can't Psychic Lock Abilities, even though Poke-Powers were the Abilities of Gardevoir's day. Am I missing something?

This is just my best guesswork. I am going to say no because at the time Pokemon Powers were the only thing that existed. I believe it was ruled before that if Pokemon Powers can't be used that Poke-Bodies and Poke-Powers could not be used. Using that same logic I believe Abilities can't be used.~KA
 
I'm going to have to disagree. It was pretty clear that abilities are 100% different that pokemon powers and pokepowers. No cards that effect either effect abilities. I don't see why it wouldn't work the other way around. The entire point of that ruling I'm assuming is to make situations like this easier to call.
 
I want to say you can, because the text does indeed say "Treat Brock's Ninetails as if it were that Pokemon", which would imply that you can indeed use Powers or Abilities as well. Of course, I could be wrong.
 
Okay, here is my take on the matter.

By definition, anything that involves "Pokemon Powers" will affect both Poke-Powers AND Poke-Bodies. This is supported as such in the Compendium (the really old one):
Q. Can attached cards on Brock's Ninetales use their Poke-BODYs, or are they still considered Poke-POWERs?
A. Poke-BODYs are Pokemon Powers, they are just a sub category of them. You could NOT use them in this case. (Sep 12, 2002 WotC Chat, Q371)

Now, as far as Abilities are concerned, it has been stated that Abilities are distinct from Pokemon Powers, Poke-Powers, AND Poke-Bodies, so my guess is that Shapeshift would have no such restrictions there.

In conclusion:
~You can't use Pokemon Powers
~You can't use Poke-Powers
~You can't use Poke-Bodies
~You CAN use Abilities

when Shapeshift is active. (That's my take.)
 
My first hunch when I read this thread was similar to DNA's and it turns out I was right.

Abilities are supposed to be separate from Pokemon Powers so my take is that you could be able to use Damage Swap.
