Budget Decks

Flareon is an inexpensive deck if you don't count the catchers. Most of the cards max out at $2 apiece, most are commons or uncommons you can use (Cofagrigus/Electrode/Ditto are Holo Rares and Leafeon is a Regular Rare, but the rest are uncommon/under). Built well and it can tango well with top tier decks, be an absurdly fun deck to build and play, and is cheap.

Play a lot of Pokemon and aim to put as many as you can in the discard. 15 is eventually reached, OHKO'ing most EXs. Common Pokemon include Ditto, Cofagrigus, Electrode, Audino, and Exeggcute.
 
Is that deck based on Weavile?

It's actually not the worst deck out there. In the early stages of the game, you can use Six Feet Under's damage to help one shot EX's with Flareon, while in the late game, you just one shot everything with Flareon. Putting Yamask on a Ditto makes it so SFU discards 3 Pokemon instead of 2, which makes it a bit better for Revenge.
 
Like they have said, Flareon's goal is to discard pokemon and get them in the discard to power up Vengance. The pokemon you choose to run should either be ones to aid in the decks consistency (Electrode), survivability (Mr. Mime), or be able to put themselves in the discard without needing external support (Audino, Yamask/Cofagrigus, Ditto if under Cofagrigus), along with Flareon for a main attacker (And leafeon if you want to have a fighting chance with Keldeo).

Cofagrigus is a necessary evil, as it is the easiest pokemon to get into the discard, is a stage 1 so you can run more pokemon, and puts damage on the field for earlier damage and easier knockouts (Makes Kyurem a decent target T2 against Plasma Basics, makes EXs easily achievable in Killing T3, etc), and I happen to run Life Dew as my Ace Spec to have a 1-off free SFU or a free Flareon to attack with, but mostly the former as if played right your opponent will never have the chance to scrapper it away (Do not attempt to fit Recycle in this deck to reuse the Dew.....trust me, it's not worth it)

Guys I just had a great idea! Seeing as how my main attacker does more damage the more Pokemon cards I have in my discard pile, I should use a Pokemon card with no use whatsoever except to get itself out of the discard pile!
 
Wouldn't Weavile/Exeggcute/Ho-Oh be a better deck?

It is pretty cheap especially since the price of Ho-Oh will go down with the rotation of Energy Switch.

It can go lower?!? It was already by FAR the worst EX, making it pretty flipping cheap.

Yeah no. There are at least a half dozen EXes worse than it as long as Energy Switch in the format. With Energy Switch out of the format though its definitely among the worst.
 
In This format, For Keldeo to exist, You NEED Tropical Beach. Which Now Go for around $100+ A piece. Unless you can get your hands on those, Stay away from Keldeo.
If you Are looking for catcher, They go for less than $7 On Ebay due to the Reprint in Plasma Blast.
Darkrai is the cheapest you can go unless you are going rogue. Darkrai's go for about $6 Each. Mewtwo also 6
Sableye is Like $2.
