I say, 'budget', I only call it that because it has no Tapu Lele-GX and utilises Octillery to draw cards instead.

Please leave advice and comment improvements for the deck below! It will always be harder without Tapu Lele but I am working on it and I can see myself getting some in the near future.

In this deck, I feel like the Starmie is much more vital than the Octillery is, since you NEED your energies to get the good damage. So I would go 2-2 Starmie and 1-1 Octillery.

Pokemon Ranger is way too situational to be pulled off successfully without Lele or VS Seeker, so I would go ahead and throw in another Guzma, as the extra switch can reset your attack's effect as well, and Jolteon EX is seeing very little play.

That being said, Olympia can be dropped since it and Guzma do the same thing essntially an I would add in another Float Stone to keep your big Pokemon on the bench.

I would change the Switch to Escape Rope, because then if there is a Jolteon EX, you can Escape Rope it back, then Guzma it up to KO it.

And I would lose Parallel City in favor of another Brooklet Hill. It helps your consistency overall, and there is no good way to put down Parallel City, as you want your bench for Volc EXs and you want to do 20 more damage. If it's just to counter Brooklet Hill later, I think adding a second Delinquent would not be outrageous. It would certainly be more fun :)
 
I'd remove 1 Brooklet Hill and/or Delinquent to squeeze in 1 Acerola.
Situational, but helps when you have a heavily damaged Volcanion-EX in Active spot (esp if it attacked during your last turn).
After using Acerola, you will probably have some spare [R] Energy to use up for Steam Up ability.
