Ruling Burning energy vs volcanion

Heya, so i know this may have been asked before with blacksmith but i was wondering on the interactivity between volcanion's power heater attack and burning energy in the discard pile. technically it is a fire energy card so can it be attached with the power heater attack or does it have to be a basic fire energy card?

Burning Energy only counts as a Fire Energy when it's attached to a Fire Pokemon. It says this on the card:

When it's in your discard pile, it does not provide Fire Energy and so it cannot be swooped with Power Heater (or Blacksmith).
