Ruling Can Dragon Road be Stacked?

I was thinking of a strategy for fun with Hydreigon. Since it is on my top 5 Dragon and Dark Pokémon, I and with a very fun Ability in general, I was thinking of using it in one way or another. First, I was thinkg Rayquaza EX and Mega. That might just be a stable from nowon with Dragon decks.
I was searching for other 2 retreat cost Dragon EX or easy evo Stage 1, and got to Black/White Kyurem from Boundaries Crossed. Those have 3 as retreat cost.
Is it possible to play two Hydreigon EX on the bench and have 4 retreat cost? In other way and more true to the title of this thread, can they stack?

Dragon Road doe stack. There is nothing in the card's text that prohibits moer than one Dragon Road from taking effect. The way the the Ability is worded also is not in such a way that it sets the retreat cost to a specified amount, such as how Megnezone's Ability let s you play two supporter cards, and not one additional for each Magnezone in play. In the case of this card, "2 less" can be applied for each Hydreigon-EX you have in play.
