If I have Aerodactyl (Fossil) out, and his poke-power is in effect, and I evolve my tyrogue into hitmonchan since hitmonchan is a basic pokemon?
 
Yes. You do not EVOLVE into Hitmonchan, you use a Pokepower to do it. (Baby Evolution)

And also stop Aerodactyl's pokémon power, so the evolution rules would be juxtaposed from only babies and pokémon with the baby evolution poké-power being able to evolve and nothing else; to everything else being able to evolve but not them.
 
yeah, if you based your entire strategy on baby evolutioning (i.e. magby-magmar-magmortar, mysterious treasures), cessation crystal would kill you (strategically, not literally).
