can a normal pokemon card for example:
totodile>crocanaw
evolve into a EX pokemon for example:
feraligatr EX?
ive got tons of EX cards which I'm not sure I can use please help
so I can get a better deck!
 
The only event when an EX evolved from an EX was Rocket's Scyther EX to Rocket's Scizor EX, which also had the option of evolving from the normal Rocket's Scyther.
 
Actually, Blissey ex UF can evolve from Chansey ex and Scizor ex (the normal one) can evolve from Scyther ex. Other then those 3 cards, there are no evolving from exs.

evolve into a raichu(electric type)
 
There are no restricions on evolution whatsoever, unless the evolution bubble states so, such as owners, teams, extra parts to names, etc.

Like for example. (I'm using a made up card for this)

Misty's Vaporeon.....it must evo from Misty's Eevee.
Also here's another one: Team Magma's Houndoom....it has to evo from Team Magma's Houndour.
An other one: Gatr ex. It can evo from any (un-named) Croconaw, which evo's from Totodile.
