Ruling Can Snorlax evolve?

My son would like to know if Snorlax evolve into a level 1 Pokémon?

Whilst there is no evolved form of Snorlax yet, Snorlax *CAN* be evolved from Munchlax.

Whats the benefit of evolving Munchlax to Snorlax as opposed to just putting Snorlax onto the active Pokémon spot ... since they are both basic Pokémon?

Snorlax's second attack states that if Snorlax is evolved from Munchlax, the attack does an extra 30 damage.

Also, by evolving, you gain access to Evolution-exclusive things like Double Rainbow Energy and Scramble Energy, two cards Snorlax can't use as a Basic Pokemon.

No. That's not what I said.

Rainbow Energy and Double Rainbow Energy are two completely different cards.

Rainbow Energy can be attached to anyone.

Double Rainbow Energy can be attached only to Evolved Pokemon (excluding Pokemon-ex).

DRE and Scramble Energy state on the cards that they can only be attached to an Evolved Pokemon, so... that's why.
