Ruling Can you N/Colress w/o hand?

Probably a really dumb question, but I've had people try to sway my opinion on the ruling. Basically, can you shuffle in your hand and draw X amount of cards without a hand?

You always have a hand. Sometimes, it's a hand of zero cards. As for playing N or colress with a zero card hand, you shuffle the deck and draw x cards.
