Can you Run Basic and Stage 2 Pokemon in Decks without Stage 1?

Hello, I recently got back into the TCG and was curious if it's okay to run a deck that only has the Basic and Stage 2 Pokemon cards and not the Stage 1? I put two Rare Candies in my deck to bypass Stage 1 and go to Stage 2 with Cyndaquil and Typhlosion. Is this okay to do?

It depends on how reliant you are on the Pokémon being in play and how fast. Personally, I'd run at least one of the Stage 1 just as a third option and for item-locking matchups (AOR Vileplume and FUF Seismitoad-EX). If the Pokémon were to be the primary attacker I'd (again personally) be running a 3-2-3 line with two Rare Candies and a number of Evosoda and Wally (dependant on space left in the deck) as you can essentially Rare Candy by combining them.
