Ruling Can you use a Life Herb in a Modified Competition?

I just found out that I was completely wrong about formating, so I searched to see if I could use Life Herbs in a modified format, but I couldn't find anything, and seeing as I always have at least 1 in my decks I wanted to see if I had just missed it

what set is it from. if its from Legend Maker or before, then its not modified

I thought that if they made a reprint of it in one of the legal sets, you could use a card from an earlier set.

But they didn't reprint Life Herb, so, you cannot use it in a Modified tournament.

True but they did not reprint Life Herb & it was from the EX Fire Red Leaf Green set. So, since EX Fire Red Leaf Green is already of out format, you cannot use Life Herb in Modified Tournament...
