I was wondering if you could use Japanese cards in US tournaments because since States is coming up I want to make sure just in case I can get either Japanese or English cards that I can use in States.

You can use any non-english card so long as you have a translation/scan to use when you play the card.
Yes, as long as that card with the SAME artwork was released in English.
You cannot, however just print a scan from Beach.
You must find the Card-dex on Go-Pokemon.com and find your card there
