Ruling can you use minor ripped cards

i have a card that i want to use but it has a minor rip and taped on the back you can only see a little of he rip can i use it
 
Only if you use sleeves so that the card back isn't showing, and the cards "hardness", "feel" when shuffling the deck is not noticeable, then yes. DO NOT use it in a tournament without the headjudges permission!!! Always show damaged cards to the tournaments organizer/headjudge before actually using it in a tournament. You could get disqualified for using marked cards.
 
yeah, i lost to a guy that marked his cards with see-through sleeves at cities once and it caused me to get 5th place when, if i had won, i would've gotten 2nd.
