Ruling Can you use rare candy when Fossil Areodactyl is in play?

as the title says are you able to evolve a pokemon using rare candy when Fossil Areodactyl is in play? I was wondering because friends I play with are having a discussion one says that you can but we are looking for a ruling from people who know the rules. We are just getting back into pokemon and I know the rules have changed dramatically since we played last.
 
Q. Does Rare Candy override evolution-preventing effects such as Fossil Aerodactyl's "Prehistoric Power"?

So basically I want to make sure i understand because your skipping the stage 1 evolution with rare candy it's not "evolving" since evolving is going From basic to stage 1 and in this case going from basic to stage 2 which is not the evolution of the basic Pokemon it doesn't count as a "evolution card" therefore bypassing the effect of fossil areodactyl

No, you are still evolving, even if you skip a stage.

Rare Candy overrides Prehistoric Power because you are not "playing" an Evolution card. You are playing Rare Candy, and Prehistoric Power does nothing to stop that.
 
That makes perfect sense your not playing the actual Pokemon your playing a trainer cards which happens to let you place a stage 2 on your basic. Thank you very much for the clarification.
