I can't find timer balls in the rustboro pokemart. Can someone tell me why?

I believe some, if not all, of these things need to be fulfilled before the PokéMart begins selling them.
- Deliver the letter you got from the Devon Corp. to Steven.
- Safely return the Devon Goods to Captain Stern in Slateport city.
- Use Rock Smash to get rid of the boulders in the Rusturf tunnel.
- Outside the Rusturf tunnel, meet the guy you saved from getting robbed of the Devon goods, and he'll give you a Repeat Ball(s).
