BW/BW2 Can't get more Pokemon for Pokedex 3D

Everyone else got new Pokemon added to their Pokedex 3D app, but mine is still stuck with the same 16, I have tried turning it on and off and deleting the save data and re-downloading it but nothing does it....
BTW I have wifi on and SpotPass activated so don't bother bringing those up.

You need to scan the QR Codes. You only get 16 when you first download it.

No, scanning QR codes on raises your chances of getting certain pokemon, besides I have already scanned some.

I did this to get all of them.

1) Change date
2) Close DS so it can SpotPass
3) Wait about 30-60 seconds.
4) Open DS, Pokédex 3D should have a blue circle in the bottom right corner.
5) Launch Pokédex 3D, claim new Pokémon.

The point is for some reason it won't give me any.

So wait, you DON'T need a second 3DS with Pokedex 3D to do this?

You have to cheat time.

Or, to make it quicker, Enter it, press home, enter again.

Here's what I do:

1) Go online and scan codes.
2) Go to home.
3) Go back to Pokedex 3D and get pokemon
4) Repeat step 2 and 3 twice.
