With the revamping of the new Pokemon site (and having all the websites amalgamated together), currently the new Pokemon site is incredibly hard to navigate.
For those players who only have Japanese cards and have no translations handy, finding the Card-Dex can be a real pain.
I managed to find the link for the Card-Dex with a little searching through the Database. (It's under the OP Rules and Resources page.)
