Ruling Card series

In the current format, only cards from EX Deoxys to DP are allowed...
In the next format, you can only use cards from EX Holon Phantom to DP...

PPM, do Note that DP2 Will be out Before the Rotation, and that HP-on will be till DP3/DP4 Atleast
 
In pokemon leagues (most of them) and casual play you are allowed to use any cards you like from any sets you like.

The rules Psychic Pokemon Master told about, are only applied to Modified turnaments.
