Ruling Celebi EX and Time Recall

Hi guys, I have a quick question about Celebi EX's Time Recall ability.

If you used rare candy to evolve a basic to a stage two pokemon, can the stage two pokemon use time recall to use it's stage one moves even though its not actually in play?

No, it is not in play. You can't use an attack if the card is not in play.
