Ruling Celebi & Rare Candy Question

If I use a Rare Candy to evolve a Basic (for example, Trapinch) into its stage 2(Flygon in this case), and I had Celebi-EX on the bench, could I still use an attack of the stage 1 (Vibrava) if I have the requisite energy attached, despite there being no actual copy of the stage 1 on the field?

I would say no because while Vibrava is the previous Evolution of Flygon, it is not in play. You can't attack with a card that isn't in play.
