No. Those are damage counters not pure damage.
Edit: To expand on my answer. Celebi's attack does prevent the damage from attacks caused by a stage one or stage two, but if it is an attack that places damage counters on a Pokemon, they are not prevented. Damage counters are not affected by anything really. This includes Weakness, resistance, Poke-Bodies, Poke-Powers, Abilities, or any effects on the target Pokemon. So, an attack such as Gengar's Curse Drop will be able to place all four damage counters on Celebi if the user wishes to do so.
