Ruling cessation crystal and baby pokemon!?!?!

"once during your turn(before you attack) you may put magmar from your hand onto magby(this counts as evoling magby) and remove all damage counters from magby"

and i was wondering if someone played a cessation crystal , would you not be able to evovle magby into magmar because on magmars card it says hes a basic.

this happened today at BR

You would not be able to evolve Magby. Cessation Crystal prevents that, because he can't evolve otherwise. Did it cost you the tournament?

Q. If EX-Sandstorm Pichu's "Baby Evolution" power is turned off by Muk's "Toxic Gas" power, does that mean that it cannot evolve into Pikachu?

Magmar does not evolve from Magby. Baby power is the only way it can evolve INTO Magmar. With that off, how else can it be done? The answer: it cannot.
