Hey, I saw thgis deck winning most of its games at my last cities, and I'd like to try it. I can get all the cards so don't wrry about my Tropical Beach count changing.

Here's my current list:

The strategy is to get out Chandelures, Dodrio, and Vileplume. After this, you can do 60 a turn (110) if you have energies on Chandy. After all your Chandelures are damaged, you can use Blissey (Prime) to heal them off. You can use Seeker to reuse Blissey can win the game by benching. Jirachi is in there to devolve rare candied and damaged pokemon. You also use Tropical Beach to draw (because you usually don't attack). I need halp because I want to play this for cities, but my list is bad.
 
Lets get crackin :p

Alright, so you probably know this, but your going to want to have at least 2 Tropical Beach, but in my testing, 3 has worked the best. That is a lot to ask, but if you want a very fast and consistent list, your gonna have to pay-up.

+2 Tropical Beach

Your Chandelure line is perfect, but make sure that your using Promo Litwick so you can set up faster with Call For Family.

Disregard the above if you are using Promo Liwtick. Your Vileplume is a little bit thick. You're going to want to set up very fast and hit out the trainer lock T2/3, so you'll be relying on Rare Candy more than just regularly evolving into Vileplume.

You really dont need a 2-2 of Blissey Prime. Your already going to have limited bench space, and another Chansey/Blissey is just a dead draw late game unless your first Blissey is KO'ed, and with Seeker, it wont be much of a problem.

- 1-1 Blissey

Pichu is just a contradiction in this deck. You want to be slowing down your opponent, and not letting them set-up. Pichu is good for your own use, but giving your opponent the same chance to set up in this deck just defeats the purpose. Cleffa also isn't neccesary with the use of Tropical Beach. By adding Cleffa, your just basically giving your opponent a free prize. That's not necessarily horrible because of the abuse of Twins in this deck, but I just don't feel like it's worth it.

Most of your trainer lines are good, some just need a little refining. 3 Seeker is a lot. I would recommend cutting down to 2 just because you really wont use more than 2 a game, and you need more room for other supporters

I would recommend bumping Prof.Elm up to 2. It works really nicely in my build, and helps you get out whatever you may need to evolve into after Vileplume is set up. Your also going to want to add another Pokemon Communication, just to speed up getting out as much as you can in the first few turns or getting out Vileplume very early game.

+1 Pokemon Communication

Lastly, your going to want a few more energies. Its very helpful and critical to hit off a Call For Family T1, so you can Rare Candy into that Pokemon next turn or evolve the next turn, so you can possibly be completely set up T2.

So, after testing this list a bit more, I've found it to be not as good as what it could be. I dont know if you adopted this list or whatever, but here are changes anyway.

3 Tropical Beach is a lot. Money wise, and in this deck. After you get one out, the rest are dead draws. I changed it to 2 Tropical Beaches in my list, and it worked a lot better.

-1 Tropical Beach

4 Twins is also a lot. Very good early game, but you're never going to use all 4, and they're also dead draws once you've abused it to an extent.

-1 Twins

4 N is also a lot (I had way too much of a lot of things in the list I provided). Your going to need hand refreshes, but late game, your only going to get a couple cards out of it, and that doesn't help. Of course you can Tropical Beach to get to 7 after N'ing, but a lot of the time, you N to get specific cards, and after Tropical Beach'ing, its usually too late.

This is just a matter of personal preference, but I'll share it anyways. I dont like Jirachi in this deck. A lot of the time, you'll be stacking damage to get KO's, not set up for Jirachi to de-evolve things. Sometimes its an ok way to get KO's, but not enough to be good in this deck. Again, a matter of personal preference, but whatever.

I really like Reuniclus in this deck. Yes, it is another Stage 2 to set-up, but its well worth it to move damage over the field and get rid of it. Chandelure is practically only OHKO'ed (Assuming trainer lock is up) by a Magnezone Prime or a Tyranitar because of weakness. Tyranitar is rarely played, so you can just move the damage over and heal it all off with Blissey.

+1-1-1 Reuniclus BW

Now, you have a ton of Pokemon, and you have to get them out. With Trainer-Lock up, its not like you can Pokemon Communication to get them. You can either draw into them, or use the existing 2 PETM in the deck. 2 is not enough to get what you're gonna need for this deck. I would bump it up to 3
