This is pretty much my list with some wiggle room. You can even take out 1-1 of a Pokemon line in there, but I kept all of them, because the one you want to take is pretty optional.

Strategy: Set up whatever Pokemon you need to depending on the matchup.

Zekrom: Set up Donphan, Zoroark, and Cinccino

Reshiram: Set up Donphan and Zoroark (Cinccino could be useful late game, when damage is high)

Donphan/Dragon: All Pokemon in the deck can be used.

Yanmega/Magnezone: Set up Donphan, Cinccino, and Yanmega (Early game)

Yanmega/Kingdra: Set up Yanmega, Donphan (If you run Ruins of Alph), and Cinccino

Mirror w/o Cinccino: All Pokemon in the deck can be used.
 
I would ask on your thread in the future, but since this list is for the member's good, I'll help you out anyway :)

Personally I haven't tested Zekrom. The only thing it's good for is Outrage, because you run 3-4 DCE. Rainbow is just pointless because the only other Pokemon with colored energy is Donphan, (Well, there is Yanmega and Manaphy, but you won't usually use the Rainbow for them) and you'll need 4 in order to get a Bolt Strike in. It's not worth running the Rainbow, but a single tech may be good for Yanmega, if you decide to run a low line of Cinccino, or even for Kingdra.

Does this deck need any updating since the EP reveal? I'd say not. I run a similar deck - Cinccino/Zoroark/Yanmega/Kingdra. Works the same, but I may go for a 1-1-1 Kingdra and tech in a Donphan myself.
The deck works well, and I can give you my list if you want.
My main concern here is choice of starter. I have been running Cleffa too, but in a playtest recently he got donked by another basic. Tyrogue techs are common to donk babies, and so I now use 1-2 Tyrogues in my decks.
My starter suggestions are Tyrogue as explained, Smeargle and Pichu. All can survive for a while and do a good setup for the game. Really, anything else won't work. Cleffa, Stantler and Minun all spring to mind, but they're all too slow and too weak. Plus, what if you have Cleffa and start with a good hand? You need to lose it.
I also run a Mew Prime and some Rainbow Energy. This is because Zoroark needs the necessary energy to use an opponent's attacks, and so Rainbow can accommodate those needs, and the same requirement goes for Mew.
Also, Rescue energies pain the opponent and help set up Pokemon. Only problem is vulnerability to Scizor.

Interesting. I'd like to see it. Tell me, how does Kingdra help you in a game? Just for the extra 10 damage you need to KO Dragons, etc.?

Might look a little unorganised - that'll either be my bad judgement or lack of resources.
Scizor Prime rips this apart. I intend on putting in some basic {f} energy but I don't know what to get rid of.
However, playtesting against a Scizor twice was still OK. I managed to take it down both times with Yanmega sniping or just going full-on against it. This makes me wonder if I should or not put basic energy in.

I'm sure that a couple of these decisions will surprise you.
First being Kingdra, as you asked. He sits on the bench and Spray Splashes each turn. This helps Cinccino do enough damage to OHKO Pokémon with over 100HP, alongside the single Pluspower.

4 Judge and 2 Copycat almost guarantees one in every hand, which can be good to refresh and perfect for Yanmega.

Blissey Prime has saved me in several incidents. If a tank is doing constant damage to you and you can't attack, use it to stall. I had this amazing match the other day whilst testing where I believe a Steelix had done 100 damage to Yanmega with Gaia Crush, leaving him on 10HP. None of my other Pokémon in play had energies attached to them because they'd all been used early-game. So, I played Blissey and healed them all, especially Yanmega, which was enough to survive long enough, stall Steelix and later win the game because of draw.

Mew Prime is an easy tech for doing Cinccino's job when the four are either used, in my deck or prized. However, I don't feel he works and have never got full use out of him to this date.
