Are the old version of cleffa legal in this format from the neo set. I ask because everything is the same, just for the draw cards part the old version has the player draw 7.

No, they are not. The newer Cleffas have the PokeBody, where the old ones do not. The old ones have the Baby Rule, while the new ones do not, etc. etc.
