Ruling Cobalion EX VS Crustle

If I would use Cobalion EX'S steel bullet on Crustle with max HP, would that Crustle be knocked out or not?

To be fair, this question is not directly answered in the FAQ.

I can give you an answer, though. The answer is: Crustle would NOT be knocked out, since Sturdy is not something that affects the damage.

This is the exact situation as Endure vs Swift from way back in the day, just with different names.
