Ruling Cobalion Iron Breaker

Hello everyone,

Let's say I use Cobalion's "Iron Breaker" which prevents my opponent's defending pokemon from attacking the next turn. If my opponent accidentally forgets that he can't attack and attacks anyway, does he get a second chance to do something else (eg. Retreat, switch, etc.. ) or does it automatically become my turn because he made a mistake?

Also, are abilities affected by special conditions? For example, if my Greninja is Asleep/Confused/Paralyzed, can I still use "Water Shuriken"?

Cobalion: He declared an attack, which is something he can't do because of Iron Breaker. He'd get a chance to move on.

Abilities: Unless otherwise stated, you can use Abilities even under Special Conditions.
