Ruling Cobalion STS Quick Guard vs. Catcher, etc.

Can Quick Guard be trumped with things that remove it from Active spot then bring it back in? (i.e. Catcher/Lysandre, Escape Rope Lysandre)

I know those combos generally turn off other similar attack effects.
 
If Cobalion goes to the Bench for any reason, the effect is immediately removed. This includes the "can't use Quick Guard during your next turn" restriction, as well, so you'd be free to use it again.
 
Thank you! So I suppose this is currently a bug in the official tcg simulator. I did the rope/lys combo after a quick guard and my attack still didnt work.
