You said it. For example: Feraligatr is not the same as Feraligatr ex So, you can play 4 Feraligatr and 4 Feraligatr ex. On the other hand, delta pokemon are the same as non-delta pokemon. So you can't play 4 Feraligatr and 4 Feraligatr d.

As for the levels, the Level isn't part of the name. It's more to indicate which version it is. As such, Level X doesn't matter for the name.
