Could someone explain teirs to me please?

OKAY, i understand a teir of deck is a way to say if it is rly good or not...but is there an actual list or is it all opinion. could someone maybe give me some examples of teir 1 or 2 like 5 for each -____- i rly dont get it.
 
A tier is a combination of how good a deck is which is based upon how many positive and negative matchups it has in the metagame and how many wins it has in tournaments. It is mostly opinion with a bit of statistics mixed in, and it is almost completely subject to change at any time.

As for some Examples I can give you a rough current tier list-ish:

Tier 1
Gengar
Luxray Infernape
Dialga Palkia
Flygon
Machamp

Tier 2
Gallade E4
Gardevoir Gallade
Dialga Lock
Toxitank
Magnezone
 
That 2nd tier seems a little random to me. I am not seeing all those decks as highly used or competative. Speedrill is a deck thats everywhere and is at least tier 2.
