What do you guys think this will be, a shrine to unleash a legen-wait for it-dary? Or is it a statue? Post your opinions.

Or since it looks like a tornado statue , there was a speculation that you can control the weather in battles maybe you get a random weather plate everyday which you can use to change the weather. Just a speculation.

Reminds me of the Crossbone Isle tornado in Golden Sun 1. ^^; It'll whisk you away to a mysterious location!
Well, since we know they're putting huge emphasis on sky-related things in this game, it's not impossible it's a shrine, or some sort of temple shaped that way to honor a legendary (Like Sky Pillar but better). I think it being isolated on the island is a little weird, though.

To me it looks as though theres bushes or grass around the actual whatever that thing is, like actually on it so maybe it could be a tornado or maybe its a shrine dedicated to the trio master of Isshu, so that could be why its located in the center of Isshu. The reason those bushes are on it could be because its old and worn down like Spear Pillar, because even before the incident with Cyrus the pillars on Spear Pillar looked as though they were tampered with and torn down! Possibly with erosion or some other natural cause, whether it really is erosion or something else the shrine or "vortex" as your calling it is wearing away. So I think that since its wearing away the trio master or whatever legendary is guardian of the shrine is angry and you have to calm it down before Isshu gets sucked away into the vortex, so the only way to do that could be to have Reshiram or Zekrom on your team to change the weather and calm down the legendary guarding the shrine!

What about if you fail to catch said legendary? The game continues if you kill it, so that doesn't work.
IMO, it looks like a pool (with the white as a barrier around it and the blue/grey as the water). I don't see how it can be a tornado with all the bushes/trees surrounding it.
Maybe it's an old statue with moss on it because it's been there for a while i highly doubt they are trees, but i wpould like to hear more on your theory, guys and girls.
Don't think this is in need of its own thread, but what the heck. Yes it is a vortex shaped object. Basically a giant screw. My guess is it has something to do with the legendary pokemon Zekrom and Reshiram and their abilities pertaining to the sky.
I think the vortex is either based on The Stonehenge or The Colosseum of Rome and relates to Zekrom/Reshiram/3-counterpart and holds the crown we see here:
And the villain wants it to become powerful.
