No.

Yes, there is. Kabutops(PK) can but it only affects your opponent's Active Pokemon...

Yes..

Dragonite ex's Deafen will stop the opponent from using rare candy, or you could use Hand disruption to get rid of the evolutions from their hand.

The Aerodactal from the Fossil set could stop Pokemon from evolving, but it is not allowed in the game now.

Yes, there is. Kabutops(PK) can but it only affects your opponent's Active Pokemon...

Totally forgot about Kabutops...

But it is not worth it. With fossils being prizes now and all that =/
