Are Radiant Collection cards, such as Mew EX, legal in tournaments in the upcoming BCR-on format? The only reason I'm confused is because of their relatively low cost and odd set numbers. If this is legal, does this mean I can use the Mew EX from Dragons Exalted?

You may use any print of any card so long as it has been reprinted. So yes, Mew EX from Dragons Exalted may be used.

Yes. Radiant collection is part of the Legendary Treasures set which is in the BCR and on format.
That means you can use the Mew from Dragons Exalted.
