Can Cyrus Prism Star be used if my opponent has only 1 or 2 benched Pokemon? Or do they have to have at least 3 Pokemon down on their bench in order to work??

They would need to have at least 2 Benched Pokemon in order to use Cyrus' effect. It wouldn't work if they only had one Benched Pokemon

So as long as they have two it works??
They need 3. They choose the two, but at least 1 Pokemon has to be on the bench to be shuffled in.
I'm actually curious why your asking even if you could use it it would be a waste of supporter for turn unless your just trying to draw more with octillery I guess

Yeah now its way better, it was pretty confusing. I think it is way too overpowered;
