Here's a deck that I figure that I would try out at states. I haven't be able to test it too much, but I like the idea. I know it needs a lot of work, so I was hoping that I could get some suggestions on how to improve it.

So, without any further ado, here's my D/P Legend Deck:

Point of the deck is to start with Smeargle and be able to use 2 supporters a turn, often copying an opponents Bebe or Collecter to get a faster set up. Azelf is very important because this deck isn't designed to take prizes, so Azelf and Seeker are used to make sure that all the important pokemon are able to get out of the prizes.

Porygon Z serves two purposes. The Promo is able to Level X Heatran without needing it to ever be active, and the Triumphant one is there to reuse important trainers. Porygon Z Level X is also vital, able to use Decode to move legend pieces to the top of the deck so that Legend Box is a guarenteed success.

Once D/P Legend is out and powered, start sending extra cards to their prizes. Heatran X gets 2 of the metal energy back after the attack so it can be used every turn, while Poke Healer and Snowpoint Temple makes D/P Legend harder to KO, and it take 3 turns for Gengar SF to shadow room Heatran instead of 2. Junk Arm gets useless cards such as extra Smeargles or Pokemon Collectors into the discard and returns Poke Healers so that the healing can continue, while the Triumphant Porygon Z can get them on the top of the deck as well.

Since the deck doesn't take prizes, it tries to win on time, attempting to either deck out the opponent or having less prizes then the opponent at the end of the match.

I'm open to suggestions on how to make this better, so post away with thoughts and suggestions. :D

Especially since you run Porygon.

Pretty nice list, not much to say about it. I ran the same deck for cities but with 3 - 3 - 2/1 - 1 Magnezone, with 1 search Magnezone, 2 Super Connectivity, and 1 LV. X. The goal was to get out the search one, then the other two, then grab DPL. I ran it with Jirachi RR starting (With Professor Oak's Visits =P), and it worked pretty well. I even attacked with Magnezone Prime in quite a few games; the 80 + paralyze really helped. Also, it allowed me to use Gyro Ball against Gyarados instead of getting 2HKO'd.
 
I just noticed that I had no Uxie in my deck. But I don't know what I should take out to make room for them, or if I even need them at all.

And I will take the PONT in mind. I was using the Visit so I could draw the cards gained from Porygon Z X's Decode and return a legend piece or heatran x if I ended up with it in my hand.

Really hard to get going with Porygon Z I found. I ran straight Steel Energies, since Heatran can't recover sp steel.
I'm thinking if I had access to a proper Magnezone line (Nobody has the level X D:) It would have done better.
 
Yes, but this is more beneficial than you think. DPL requires 2 Metal and 1 Colorless to use its attack, and you have to discard ALL Metal Energy attached to it. So, it's useful to run lightning Energy you can move around freely. I also ran Super Scoop Up, Warp Energy, and Seeker in large proportions.
 
So what do you suggest I take out to make that work? And I was also running water so I could delete any vileplumes that tried to lock me.
 
Sudden Delete doesn't help against Vileplume, because they'll just play it back down again next turn with Broken Time Space. Also, Magnezone is much easier to get out (Not a LV. X) and easier to keep alive (More HP and more Magnezones) too.
 
Well, that's how I run DPL, but if this deck is DPL PorygonZ then obviously that's your deck. However, if you only care about DPL, the best way in my opinion in Magnezone.
 
I might try Magnezone. But is there a way to get out Heatran X easy without Porygon Z's learning attack, or a way to quickly power up DPL withouth using Porygon Z X's ability to manipulate Legend Box?
 
There is Level Max, although it is WAY too inconsistent. There is Warp Energy, where you just let it be active and attach a Warp after Leveling Up, but that probably isn't the best solution. As for setting up Dialga Palkia Legend, again, I use Magnezone (The search one). They are both Metal type, after all.
 
I dunno. I might try Magnezone later if it doesn't work out, but I think I'm gonna stick with Porygon Z. But I still need to find a way to fit some Uxie in.
 
I mostly had a 3-3-3 line just so it would be less likely to lose one to prizes, and I only have one Porygon Z X.

And I use Snowpoint Temple over Indigo Plateau so Heatran X gets an extra 20 HP as well.
