Yes why wouldn't you? Its a dark pokemon and dre always reduces.

Sorry, ummm, it says don't apply weakness, resistance, powers, bodies or any other effects on that pokemon.

In this grammatical context, "that Pokemon" would be the one you're attacking. You ignore effects on that one. You still apply any effects on Sharpedo.
