I have a question about the Ruling for Darkrai EX's Ability Dark Cloak. Does this ability work for pokemon you control who have rainbow energy attached to them?

Yes, it does. Since Rainbow energy provides every type of energy INCLUDING Dark energy, anything with rainbow would get free retreat.
