Zero. Anything that sets the RC to a certain number (no Retreat Cost = Retreat Cost of 0) supersedes additions or subtractions to it.

0. When a retreat cost is set to zero (different than naturally having free retreat such as an emolga DRX), the retreat cost cannot be increased. Much like plus power cannot add damage to an attack that would otherwise deal no base damage
