Decent decks for decent prices?

I played a few games against my little brother today using one of my decks against one of his old pre-constructed theme decks. He thought my deck was cool and wants to build his own too, but doesn't have much money since my parents make him save half of his allowance (He's lucky; they didn't even give me an allowance when I was his age!). Are there any good, low-budget decks out there?
 
Crobat Prime is really cheap right now, and I can say from experience that it's pretty good. It's fun too. Also simple, so a new player could grasp it pretty easily.
 
Cinccino with Zoroark is great, I use it, and it's dirt cheap. The Zoroark can be obtained as a promo in a Victini Box or singluarly for about £2 on eBay. The Cinccinos are about the same price, since they're non-holos. Along with 4 DCE, which aren't too hard to get your hands on, you have a simple and yet effective deck. Hope this helps!
 
The best bet is to use a site like troll and toad to get some promo cards. Like, typhlosion prime are like 2 dollars each and are generally good...

I have a special place in my heart for crobat, though. If you face a deck with low retreat, you will lose straight away :p Or, to steelix who has resistance AND cant be affected by special conditions...
 
Lucario-Relicanth will be a decent and affordable deck for HGSS-on. It revolves around Lucario (you get 2 in each of the CoL theme decks) and relicanth from CoL (common, easy to find). Another card that may help is absol prime. Add to that some twins, pokemon collector and DCE and you have an attacker that hits for 100+ after a few turns (though is a little fragile). I'm personally thinking of making it.

Alternatively, have a look at roserade unleashed and Leafeon undaunted, with perhaps a torkoal or houndoom prime. It looks tough to set up, but fun to use.
 
Blastoise UL/Floatzel UD is nice. Floatzels are about $1-$2 a piece, compared to Feraligatr Prime's $15, and Blastoise is around $6. It isn't dirt cheap, but its better than trying to get 2 Luxray X's :p

Feraligatr prime is $2 each as well due to it being a tin promo...
