Can anyone suggest me how to build a good deck. I am new to this so please help me.
It depends on the deck. Try to play Supporter/Draw cards and large Pokemon lines (3-2-3 with Rare Candy, 3-3-3 without, etc. with your lines) and support. Try to have a strategy. Also most people who start out, I advise the rule book's amounts of what to have. You know, 20/20/20 for each, until you start to get better and competitive and learn how to get everything situated to the appropriate lines for archetypes, or rogue decks.
You can learn most anything you need to know if you can get to a league or local tournament, and have people help you, as well.

I agree with Acanine, you should try to focus your deck around a particular strategy. Some decks focus on speed, where others take a long time to build a powerful setup. Also, try to match your deck to your personality. That will help you in certain situations, and somehow (>.< I know this is going to sound like some Yugioh crap) allow you to look ahead in the game. Start out with what type of deck you want to play (water, grass, fire, etc.). Then, find certain pokemon that support that type.
First you should read the deck building guides on the main page here at PokeBeach. They were a big help for me and I got started not too long ago myself.
Don't just randomly buy expansion packs and whatnot. Have a plan. Go to you local league or visit the City tournaments going on now and see the competitive decks in play. Pick one of them that looks interesting and start buying individual cards to make that deck. That's probably the cheapest and fastest thing to do in the long run.
Alternatively you could pick a pokemon or two that you like and see if a deck can be built around them ... but to do that you will need to look around the boards a bit and should ask for help on what to tweak once you have a rough deck idea.

you can also try looking at the 2006 World Championship Deck & see how they build the deck & what type of pokemon, trainers & energy is in it....
