Ruling Delcatty - EX Power Keepers

I have Delcatty from the Ex Power Keepers series (8/108) and I have a question.

Here is his attack:

(C) Max Energy Source - 10x
Does 10 damage times the amount of Energy attached to all of your active Pokemon

Does this count benched Pokemon? I know it says "active" but it also says "all", and generally there would be only 1 active Pokemon.

You can play with 2 active Pokemon. So you can have, 2 active and 4 benched max.

Cards are worded that way to account for 2-on-2 play.

Benched Pokemon aren't Active.
