Kingdra Delta has a nice extra trick up his sleeve to reconsider if you wish to snipe a bit. Lickiting D does that too, sniping for Deltas.

Nope. Its the standard Fire/Metal one from Holon Phantoms. Allows you to place 2 damage counters on a delta pokemon each turn with its pokepower.

Yeah, good luck at that...you probably won't find those, as most Delta counters are Deltas.
A "general" anti-δ is Battle Frontier, though most good cards are in DF and therefore aren't stopped. Nidoqueen and Xatu are, however. Most CG and HP cards aren't hybrids, most come from DS.
