Ruling delta reduction question

i i use delta reduction to a defendind pokemon that has holon wp does the effect of reducin damage negated?

if i use delta reduction on the defending and he retreats does the effect still aplly or does itonly apply to the pokemon that takes the attack and since he retreated it is no longer the pokemon who took delta reduction

Delta Reduction places an effect on the Defending Pokemon that reduces their next attack's damage. Holon WP (with a Water attached) "prevents all effects of attacks" done to that Pokemon. Hence Delta Reduction does not get to place its effect.

If they retreat, all effects are removed. Delta Reduction's effect would be removed as well.
