Ruling Deluge and Black Kyurem

Lets say my opponent has a Blastoise on the bench and a Black Kyurem EX active with no energy on it. They attach 2 water energy and play Professor Juniper. They pull another water energy and electric energy. Can my opponent play that electric energy this turn or does the first water energy count as the 1 energy played per turn?
 
If they attached a Water Energy from the hand and _did not_ announce Deluge, than that Energy would count as the one per turn. If they said Deluge, Deluge, attached the two Water Energy, played the Juniper, said Deluge, attached a third Water, then attaching the Lightning would be legal.

Anything else would not be because if you don't announce Deluge, then it will count as the one Energy per turn.
