Ruling Deoxys Question

If I have 4 of this http://pokebeach.cocans/plasma-freeze/111-deoxys-ex.jpg on my bench and I have this as active http://pokebeach.com/scans/plasma-freeze/66-weavile.jpg does its second attack get 40 for each discard it card or just gets plus 40 at the end of the attack??

This is a game mechanic ruling if I reveal to my opponent my hand showing that I don't have any basic Pokemon and then my opponent place his basic then he draw a card without putting his prizes classify a game loss???

First off, when posting a question, have the topic reflective of what you're asking. It helps a bit more that way. =)
Moving on, to your questions.

@Deoxys and Weavile: 40 at the end. The bonuses don't add 'per hit'; it's just 1 large amount of damage at the end. If it was per hit, Eviolite would make the attack near useless!

@Mulligan draw: It's not a game loss, because it can be easily rewound. If it's caught right away, it would be a Caution. In that case, the player would usually reveal the card he drew, the judge would put it either on the top or the bottom of his deck, and then set prizes. (It's up to the judge what to do, but that generally would be an acceptable response.)

If it's not caught until much later in the game, it would be a Warning instead.

Not placing prizes at the beginning it matters on what all got played and how early the error is caught. If multiple search cards have been used and then it is discovered that player doesn't have any prize cards put out it is going to be much higher than a warning. That situation could be a Game Loss.~KA
