I would like to bring up this interaction again, since my experiences on PTCGO don't appear to be consistent with the ruling previously given in this forum. You can read about those experiences here. Could I get a second opinion, and a detailed explanation of the rules underlying this strange case?
 
Based on the post you linked to, PTCGO is wrong. This happens... not infrequently, and will likely be corrected in the next update.

If Forest of Giant Plants is in play, [G] Pokemon can evolve right away even if they were just put into play or if something devolved into them that turn. The parenthetical text is a reminder statement and not an effect of the card, as has always been convention.

There's nothing to any strange patterns you're seeing on PTCGO, just some code that isn't working properly.
 
As a heads up: whenever you want to verify a certain ruling, never, and I really mean NEVER go to PTCGO to check it, nor to any other simulator they have bugs more often than not or simply code placed incorrectly. We've all learned it the hard way. :p
